While Laos has relatively low rates of HIV in comparison to surrounding countries, cases are increasing at a rate of three new infections a day. The majority of cases stem from heterosexual contact, including groups such as men who migrate for work without their families, returning migrant workers, and sex workers, particularly those not working within formal entertainment establishments. Knowledge of HIV is unequal between men and women, putting women at greater risk, and while the accessibility of anti-retroviral therapy (ART) has increased, people often only come for testing once they are sick.

 

Since 2003 PEDA has been working with a range of donor organizations to deliver education campaigns and targeted messaging through Information, Education, Communication (IEC) and behavior change communication in Vientiane, Khammouan, Xieng Khouang, Savannakhet, and Bolikhamxay provinces. Projects have targeted vulnerable populations including different types of female sex workers and out-of-work youth, and have included condom promotion, peer education, referral for STI diagnosis and treatment, and referral for HIV testing and ARV treatment.
